Co-author of GCTA law: Heinous crime convicts should not get early release | Headstart

For one of the authors of the Good Conduct Time Allowance (GCTA) law, the law is clear: It does not include inmates convicted of heinous crimes. In this interview with #ANCHeadstart, House lawmaker Rufus Rodriguez slams the flawed interpretation of the law, which is why he is now eyeing amendments to its provisions.
