Report of the Secretary-General on the situation with respect to piracy and armed robbery at sea off the coast of Somalia (S/2019/867). The Security Council today (4 Dec) unanimously adopted a resolution renewing the authorisation for Somalia anti-piracy measures, which would have expired on 6 December.
Russian Ambassador Vasily Nebenzya told the Council that “thanks to the concerted efforts of the international community, piracy activity off the coast of Somalia has waned.”
However, he said, “attacks continue to occur,” which means “both the Security Council and member states have an obligation to pay serious attention to this matter.”
He noted “the importance and the need to pursue coordinated counter-piracy efforts, including under the Contact Group on Piracy off the Coast of Somalia” and advocated to maintaining this structure.
Somali Ambassador Mohamed Rabi Yusuf said, “the robust commitment of the Somalia government as well as the international community has resulted in a massive reduction in piracy in recent years.”
However, he said, “piracy off the coast of Somalia must be put in the context of political, security and economic challenges on land facing my country.”
The report of the Secretary-General on the situation with respect to piracy and armed robbery at sea off the coast of Somalia, published on 8 November, describes just two significant piracy incidents since 1 October 2018.
