Several Medical Doctors, Specialists and Residents suffering from Electromagnetic Sensitivity told the City Council that their health was being harmed by the new 4G towers. When Councillor Ed Jones questioned Kramer about what the Council can do he was not given the full panapoly of options (the Council has primary Police Power for health and safety of the community), nor was he told that the second highest Court in the land, the DC Circuit, had just handed down a decision criticizing the negligence FCC has exercised in trying to set safety standards. The Appeals Court labelled FCC actions as "arbitrary and capricious" and struck down their NEPA override. Kramer gave none of the info or options to the Council. It is no wonder the activist-residents in this hearing burst into applause for this councillor.
