PH Health official defends 'delayed' China travel ban | Matters of Fact

A Philippine Health official defends the supposed delay in expanding the travel ban to China's Hubei province. Dr. Ferchito Avelino of the Epidemiology Bureau says, although it is within every government's rights, imposing a travel ban is tricky. Avelino points out, decisions to cut travel networks must first go through proper channels before it can be implemented.
